YOU CAN GET A LICENSE BY MAIL BUT IT TAKES ABOUT A MONTH -- SO DO THIS ONLY IF YOU HAVE LOTS OF TIME:
You can get your license from Charleston County and they have the relevant documents on-line at the link below. Again, you must sign the application for a license before a Notary Public. A license from any county court in South Carolina is valid for a marriage anywhere in South Carolina.

The actual process of getting the license is easy but you have to dot your i's and cross your t's.
What to do
To apply for your marriage license, the two of you will need to:
1. Go to the office of a South Carolina County Probate Judge. The hours when you can get a license in Beaufort County are set out above. In other counties the hours are typically 9:30am-4:00pm, Monday to Friday.
2. Go together. The two of you must apply together in person.
3. Bring valid photo identification.
4. The license fee has to be paid in cash so bring at least $120 in cash -- that will be enough anywhere in South Carolina.
5. The marriage license will be available for pick up 24 hours later. This period is a legal requirement so you have to wait the full 24 hours. If you apply for the marriage license in the afternoon it won't be ready until the afternoon. You can also ask the court office to mail it to you or you can have someone else pick it up for you or you can pick it up later.
Renewing your wedding vows is a wonderfully romantic way to reaffirm your love for one another. It’s a special way to celebrate your marriage. It can also be a great way to mark a milestone such as a special anniversary. Whatever the reason for your vow renewal, we can help to make the ceremony meaningful as an expression of your abiding love.
Do we need witnesses? No. The State of South Carolina does not require witnesses.
Can we write our own vows? Yes. The officiant will tell you when to say them.
Can we be married on the beach? Absolutely! And there is no venue cost for being married at the beach! A beach wedding is romantic and inexpensive. See the action button on this page for more details.
Do you require a deposit? A 50% non-refundable deposit is required when you book. The balance is due no later than two weeks before the wedding.
How far in advance do we have to book? We can usually work in weddings on short notice or very short notice.
What happens if we have to change the date or cancel? We are happy to change the date for no additional charge, subject to availability. In the event of cancellation, the deposit is nonrefundable. If the wedding is cancelled less than two weeks before the event, there is no refund.
